I don't think I speak just for myself when I say that space is poluted with an overdose of secure cans, most annoyingly in astroid belts, but also around stargates/stations (some of which carry messages over a year old...). Also, I'm sure all these cans contribute to the server load in a not to be underestimated way.
The things mentioned above cause me to be of the opinion that a lot of these containers need to disappear from space.
In order for that to happen, I have a suggestion. Ofcourse, it's all yours to decide whether it stinks or not ;).
A secure can deposit system: For each secure container a player or corp owns, that has placed in outer space, the player or corp will be required to pay a deposit that increases over time with a certain "deposit rate" (the deposit would increase every week or so). I think the size of the "deposit rate" should scale to the wealth of the secure container's owner. Not taking every 0.01 ISK of difference into account, but using groups e.g.: group 1: 0 - 250,000ISK group 2: 250,000 - 500,000 ISK group 3: 500,000 - 1,500,000 ISK group 4: 1,500,000 - 5,000,000 ISK group 5: ....etc. If a player's wealth grows so much that he or she moves to another one of these groups while having an active deposit on a container, the base deposit rate will be increased, having effect on the total deposit sum at that time.
Next to the above, maybe the "deposit rate" should not even be of a lineair kind, but be multiplied by a factor 1.5 (just an arbitrary suggestion really) each time the deposit increases. This deposit can simply be refunded by going to the container and selecting an option in the right mouse menu called something like "return deposit". This would need to be done for each separate container you own in space.
I can see a lot of people think: "the server load won't go down, but more likely go up with all the routines necessary for the deposit system to do it's work on all the secure containers in space". I can see myself think that as well. But that's in the current situation, with the amount of cans we got floating in space right now, which is exactly what I'm trying to propose a solution for :). A very fast way to do this would be to do a total player owned secure container wipe. An event of that magnitude would ofcourse be announced a long time before so everyone could take care of the containers they do not wish to loose.
Pro's and con's of this idea:
pros: -more space in astroid belts for people that actually want to mine there! -lower server load -less annoying cans at gates and stations
cons: - container deposit managment, which would give some extra overhead (for player as well as server) - temporary (refundable) money drain if not managed properly
So there we got the pros and cons (if you miss pros or cons, please do say so). It will be a little more work to manage containers if this system would be implented, but I think that doesn't outweigh the positive side of this story. A more useable space inside and around astroid belts and no more, or at least less, senseless container spamming.
